CITY OF YES: The New York City Council passed Mayor Eric Adams’ City of Yes business plan on Thursday, which changes zoning law in an attempt to promote economic development across the five boroughs. The program includes rules that would open up more commercial areas for life sciences development, as well as make it easier for commercial labs to be built near hospitals and academic research centers. The life sciences industry has embraced these regulations, despite some modest changes that restrict development in outer boroughs.

HOSPITAL CLOSURE REFORM: The Local Input in Community Healthcare Act, a bill that reforms hospital closure guidelines and requires more public disclosure, passed the state Assembly on Thursday. The vote comes days after the Senate greenlit the bill and advances the legislation to the governor’s desk. Sen. Gustavo Rivera and Assemblywoman Jo Anne Simon introduced the bill in March amid a series of planned hospital closures.
